CHINA SCHOLARSHIP COUNCIL – UTRECHT UNIVERSITY

PHD PROGRAMME 2008

- FIRST ANNOUNCEMENT -

1. Information

Following the agreement between the China Scholarship Council (CSC) and Utrecht University (UU),
about 15 to 20 excellent Chinese PhD students per year can come to Utrecht as from 2007 to pursue
a PhD on a CSC scholarship. This is a first announcement with information on the programme.
Detailed information on the programme will be made available before the last week of December
2007.

Considering the deadline for submitting applications we strongly advise all interested students to
contact possible UU supervisors and, if necessary, arrange to take an IELTS (English proficiency)
test before the Christmas holidays (22 December – 1 January). Do keep in mind that the Christmas
holidays and Chinese New Year (7 February) may cause a delay in preparing your application.

The selection of the Chinese PhD candidates is a multi-stage process, which means that first the
Executive Board of Utrecht University will approve the candidates on academic grounds, after which
the candidates that have been issued with a letter of acceptance by the UU Executive Board must
send their applications (including the UU letter of acceptance) to CSC. If CSC approves the
candidates as well (thus awarding them a three-year scholarship), the students can enter the CSC-
UU PhD programme.

UU has set the deadline for submitting applications for the 2008 programme on Tuesday 12
February 2008. Complete applications must be submitted prior to this date to the Executive
Board of UU by the UU supervisor of the Chinese PhD student.

CSC has set the deadline for submitting applications on Thursday 20 March 2008. Candidates
that received a letter of acceptance from the Executive UU Board on Friday 7 March must submit
complete applications in hard copy to CSC. This is a tight deadline so we advise the students and
UU supervisors to prepare the CSC application before or right after submitting their UU application.

2. Schematic overview

Applicants in all disciplines and from Mainland China are eligible to submit applications.
The application form is attached to this document. Only Chinese citizens studying or
working in Mainland China are eligible to submit applications. When all else is equal,
applicants from Utrecht University Partners* are given preference.

Applicants must have a relevant masters degree and, considering the scholarship is for a
three year period and a Dutch PhD usually takes 4 years, preferably already started there
PhD in China.

The PhD student him-/herself should find and contact a suitable UU professor willing to act
as supervisor during the stay in Utrecht. To do so see the website www.uu.nl/english under
faculties and select the faculty of your studies. Then click ‘research’ and look for institutes
or staff working in your field of expertise. For the faculty of Social and Behavioural Sciences
kindly contact Ms Antoinette Bolt-Huiszoon at A.Bolt@uu.nl, for Medicine you can contact
Mr. Willem Peeters at w.m.peeters@umcutrecht.nl and for the faculty of Law, Economics
and Governance you are requested to contact research@law.uu.nl. If you can not find a
suitable supervisor you can contact the department or institute secretariat via email or

telephone as mentioned on their website.

Applicants have to be nominated by the supervisor of Utrecht University: the supervisor will
send in the complete application. A letter of approval by the Utrecht University Faculty
Dean must be included in the application and should be arranged by the UU supervisor.

The UU PhD supervisor and Chinese PhD student must jointly write the PhD research
proposal (the research to be done in Utrecht when granted the scholarship) which is part of
the application. The UU supervisor will submit the application to Utrecht University and the
Chinese PhD student will, after approval of the UU Executive Board, submit the application
to CSC. The application form and the selection criteria are included in this document.

Complete applications must be submitted electronically before Tuesday 12 February to the
UU Executive Board, c/o Mr. Wouter Feldberg, Academic Affairs Office, e-mail:
w.feldberg@uu.nl. Incomplete applications will not be considered.

After the UU Executive Board selects the applications a UU letter of approval will be sent by
email on 7 March to the UU PhD supervisor and the Chinese PhD student.

Applicants that have not been selected for the CSC-UU PhD programme will receive a non-
acceptance letter from the UU Executive Board by email on 7 March.

The PhD students that are selected by UU will submit their application to CSC no later than
20 March Kindly note: without the recommendation letter from the UU Executive Board CSC
will not consider the application.

In the weeks after 20 March, CSC will select the candidates to be awarded scholarships to
do research at Utrecht University within the CSC-UU PhD programme.

Candidates will not be accepted by UU unless they have been nominated by the UU
Executive Board and selected by CSC (through the award of a three-year scholarship).

Selected students will not be able to start their research at Utrecht University before 1
September 2008.

3. Regulations

1. The application including the research proposal must be approved (in writing) by the UU
Faculty Dean. If the Dean endorses the applicant’s proposal and the (financial)
implications, he or she will write a faculty guarantee statement including these (financial)
implications.

2. The application must be accompanied by a letter of recommendation by the UU supervisor
and a letter of recommendation by the Chinese home university Faculty Dean or supervisor
of the PhD student.

3. The application must be accompanied by an IELTS (English proficiency) test, the results of
the test taken not more than three years previously and with an average score of 6.5 and a
minimum of 6.0 on the writing section. For dates on which the IELTS tests are administered

4. Applications must be submitted electronically to the Utrecht University Executive Board,
care of Mr. W. Feldberg, Academic Affairs Office: w.feldberg@uu.nl. All proposals must be
accompanied by the abovementioned faculty guarantee statement signed by the UU Faculty
Dean, the abovementioned letters of recommendation and an IELTS test. Applications
without these items will not be considered.

5. The UU Region Committee Asia advises the Utrecht University Executive Board on the
selection of qualified candidates based on the following criteria:
- Content of application (quality of references, feasibility and work plan)

- Quality of applicant (education, publications and activities)

- Significance of the applicant’s research for Utrecht University’s research

programmes

6. The UU Region Committee Asia is free to disregard proposals that are underdeveloped or
that do not comply with the CSC-UU PhD programme guidelines.

7. Based on the advice of the UU Region Committee Asia the Utrecht University Executive
Board will select the most qualified candidates.

8. The applicants that have been selected by UU will apply to CSC for the CSC-UU PhD

3a. What can the student expect from CSC?

CSC will award a grant to each selected candidate covering the cost of a return airfare to the
Netherlands by the most economical route, a visa application fee and a living allowance (including
overseas student-health cover) of up to three years. This allowance of Euro 800 will be paid
directly by the Education Section of the Embassy of the People’s Republic of China in the Kingdom
of the Netherlands to the candidate on a monthly basis. After 20 March, CSC will select the
candidates and inform UU through an award letter stating the funding duration.

On average, monthly living expenses in the Netherlands are between �800 and �1000. Information

3b. What can the student expect from UU?

The UU faculty will give the PhD student a tuition fee waiver for the entire PhD and it will not
charge a bench fee. This means that the faculty will fund and provide the supervision and
infrastructure required for the research of the Chinese PhD student.

The UU Doctoral Degree Regulations apply to the entire PhD programme. The Regulations are

will receive the doctoral degree from Utrecht University.

1.Preambule

studenten mogelijk om met een CSCbeurs aande UU een 3-jarig PhD traject te starten.

Na goedkeuring van de aanvraag door zowel de UU als de CSC(dit laatste zal waarschijnlijk in april

zijn) kan de praktische procedure in gang worden gezet. Hierbij is het verkrijgenvaneen visumhet

meest tijdrovend, wat om en nabij de 3 maanden inbeslag zal nemen. Het isderhalve van belang

tijdig te beginnen met depraktische voorbereidingen voor het bezoek vandestudent.De

promovendi dienen in het vierde kwartaal van 2007 in Utrecht te beginnen.

2. Reglement
Het promotietraject van de Chinese promovendus dient te voldoen aan de eisen zoals deze zijn

vastgelegd in hetPromotiereglement Universiteit Utrechtwelke op de onderstaande website te

vinden zijn.Nahet volledig afronden van het promotietraject zal depromovendus aande UU

promoveren. Zoals al duidelijk wordt uit de aanduiding promotie student gaathet hier omeen

student en niet om een werknemer. De promovendus zal dan ook geen aanstelling aan de UU

krijgen. Inplaats daarvandient de promovendus, alvorens deze in Utrecht aanhet onderzoek

begint, de ingeslotenverblijf opgenomen.hospitality agreementte ondertekenen. Hierin zijnde afspraken vanhet

Promotiereglement Universiteit Utrecht:

3. VisumRuim voordat de promovendus inUtrecht zal beginnen (zeker3 maanden) dient er een
Verblijfsvergunning, inclusief Tewerkstellingsvergunning (TWV)te worden aangevraagd door (de

contactpersoon van) de faculteit.De aanvraag van de Verblijfsvergunning gebeurt in twee fasen.

De eerste fase is de aanvraag vooreen zogeheten Machtiging Voorlopig Verblijf (MVV). De MVV is

een inreisvisum en moet uiterlijk 3 maanden voor aankomst vande promovendus worden

aangevraagd bij de IND. De MVV ishet voortraject van de daadwerkelijke aanvraag van de

Verblijfsvergunning (VVR)die binnen 3-5 dagen na aankomst vande promovendus in Nederland

zal moeten worden aangevraagd. De promovendus zal volgens de IND als arbeidsmigrant naar

Utrecht komen en is dan gastonderzoeker. Voor de MVV enTWVaanvraag vande promovendus zal

de faculteit zich garant moeten stellen middels het daartoe opgestelde formulierdat bij de

Verblijfsvergunning- en TWV aanvraag is inbegrepen.Bij de aanvraag dient een offici.le

toekenningsbrief van de CSC inclusiefvermelding van het beursbedrag te worden ingesloten.

Voor het indienen van deMVV enTWVaanvraag zijnde volgende stukken nodig:

Mocht de promovendus langer dan 3 jaar in Utrecht blijven (zie onder punt 8) dan dient er een

MVV/VVR enTWV aanvraag voor de betreffende periode te worden ingediend.De IND zal echter

een Verblijfsvergunning enTWVvoor de periode van3 jaar afgeven. 3 maanden voordat de VVR en

TWV verloopt zal de (contactpersoon, zie overzicht onder) van de faculteit een verlenging voor de1

VVR moeten indienen. Hiervoor is een verklaring vande thuisuniversiteitof werkgever inChina

nodig waarin wordt gesteld dat de promovendus naafronding vande promotienaarChinazal

terugkeren. Eenverlenging van de TWV aanvraag isin dit geval niet meer nodig aangezien de

promovendus na 3 jaar ‘vrij op de arbeidsmarkt is’.

Voor algemene informatieover de reis en het verblijfnaar Nederlandis het verstandig als de

promovendus contact opneemt met de NetherlandsEducation and Support Office (NESO) inPeking

Voor specifieke vragen over het verblijf aan de UU kan de student contact opnemen met de

betreffende UU facultaire contactpersoon (zie ingesloten overzicht)

4. Huisvesting
De huisvesting voor de promovendus kan door de facultair contactpersoon geregeld worden in

samenwerking met de SSH.De huidige kosten van een kamer voor een PhD student zijn echter

om en nabij de �650 en dat is bijzonder veel geld voor een Chinese promovendus. Om deze reden

is het verstandig om contact met de student opte nemen en deze optie voor te leggen. Mocht de

student akkoord gaan met een SSHkamervoor dit bedrag dan adviseer ik u zosnel mogelijk

contact met SSH op te nemen om een kamer te reserveren. Eenkamer bij SSH dient minstens 2

maanden van te voren geboekt te worden. Let wel: In de maand september is het bijzonder

moeilijk om via de SSH een kamer te krijgen.Het is dus van belang om tijdig te reserveren of de

aankomst vande promovendusna september te plannen.

Mocht de promovendus deze kamer te duurvinden dan is er de mogelijkheid om in het particuliere

circuit voor hem/haar iets te zoeken. Een andere optie is het hurenvan een SSH kamervoor een

korte termijn. Na aankomst kan de student vervolgens zelf naargoedkopere woonruimte zoeken.

Het is hierbij echter van belang na te gaan wat de opzegtermijnvan de SSHkamer is. Voor een

termijn korter dan vijf maanden (ongeachte hoe lang) rekent de SSH standaard een tarief voor de

volle vijf maanden.

5. Verzekering

De Chinese promovendi wordt geadviseerd een verzekering in Nederland af te sluiten bijvoorbeeld

6. Wat biedt CSC de student?
CSC biedt de studenten een retourvluchtnaar envan Amsterdam. Daarnaastzullen zij gedurende

de periode van 3 jaar maandelijkse toelage van om en nabij de �750 ontvangen via de

Chinese ambassade te Den Haag.Uit deze toelage dient de promovendus ook de verzekering tebetalen. een

7. Wat biedt UU de student?
De UU faculteit geeft de student voor het volledige PhD traject een tuition fee waiver en zal geen

bench fee in rekening brengen. Dat wil zeggen dat defaculteit zorg zal dragen voor (de kosten

van) de benodigde infrastructuuren begeleiding vanhet onderzoek van de promovendus. Het PhD

traject zal in principe 3 jaar in beslag nemen (de promovendi moeten het opleidingsdeel al

(goeddeels) afgerond hebben, waardoor een eerste jaar komt te vervallen).

8. Verlenging na 3 jaar
Het PhD traject zal in principe 3 jaar in beslag nemen. Mocht het promotietraject langer duren, dan

zijn de volledige kosten na het 3ejaar voor rekeningvan de UUfaculteit. Deze kosten bestaan uit

de voornoemde infrastructuur,begeleiding en maandelijkse toelage.

9. Financi.n

Gezien demaandelijksetoelage is het wenselijk dat er voor de promovendus een bankrekening

wordt geopend.De praktijk wijst uit dat dit niet altijd even gemakkelijk is. Omdeze reden

adviseren wij de faculteit/instellingeen brief aan debank op te stellen waarinwordt aangegeven

dat de promovendus gedurende 3 jaar aan de UU onderzoek zal doenen hiervoor maandelijks een

toelage via de Chinese ambassade te Den Haag zal ontvangen. De studentkanvervolgens met

deze brief,het ingesloten Rabobank formulier,paspoort en Verblijfsvergunningnummer (IND) een

bankrekening openen. Ditkan 2 tot 3 weken durenen het is danook vanbelang dat de student

voor deze eerste paar weken over voldoende middelen beschikt.
